Under the federal Passenger Rail Investment and Improvement Act, states are required to develop rail plans every five years and seek the public's feedback with the goal of improving freight and passenger rail service in the nation.
The draft plan is part of Gov. Pat McCrory's 25-year vision for the state.
The state's Department of Commerce, Department of Agriculture and Consumer Services, and the North Carolina Railroad Company collaborated on the study. The organizations also combined logistics, market analysis, return on investment and conceptual design when evaluating facility improvements and infrastructure.

Among the plan's recommendations are to: fully implement the Southeast Rail Corridor for passenger trains, implement Amtrak's Thruway Bus Service in the western part of the state, identify potential new intermodal sites in eastern North Carolina, and fund improvements to tracks based on rail volume, truck volume on nearby highways and proximity to major freight activity centers.
